The Department work towards the protection, equity and inclusion of populations that have been historically oppressed, neglected or excluded from development based on their gender, age, disability or situation.
This includes children and women, senior citizens, persons with disabilities, transgender persons, homeless persons and persons with drug / alcohol addiction.
The Department’s key responsibilities are the formulation of polices, schemes and programmes that reduce the vulnerability of these disadvantaged sections of society. It acts as a nodal organization ensuring that their basic rights are holistically mainstreamed into the work of other state departments.
Handholding support to Counsellors on 17.01.2019
A one day handholding support for Counsellors of DCPU, CCI of Kol, Msd, Howrah, Hooghly, and Nadia, Pa. Med was held in the conference hall of Bikash Bhavan. Resource persons from Sammikhani shared their expertise in understanding the psychology of children.

A one day orientation programme of the newly recruited CWC chairpersons and members of Coochbehar, Dakshin Dinajpur, Howrah, Malda, Murshidabad, Pur. Medinipur, Pa. Medinipur was organised by SCPS and DCRT in Kolkata. The trainees were inducted various legislations, schemes and policies of Child Protection.

Training programme of counsellors on 07.01.2019 to 12.01.2019
Six days training of Counsellors of DCPU, CCI from Alipurduar, Coochbehar, Dakhin Dinajpur, Darjeeling, Jalpaiguri, Malda, North 24 Parganas, Uttar Dinajpur was organised by SCPS and DCRT in collaboration with UNICEF in Kolkata. Sammikhani being the technical agency, the training was conducted in a participatory way.

One day orientation on adoption, CARINGS and SAA-CCI linkage was held in Siliguri, Darjeeling. DSWO, Home Superintendents, DCPO, Protection Officers (IC) & Protection Officers (NIC), Secretary, Coordinators and Social Workers of SAAs of North Bengal districts participated in the meeting. The orientation was organised by SARA & DCRT in collaboration with CARA

A two days orientation cum performance review meeting on adoption, sponsorship and SAA-CCI linkage was held in Siliguri, Darjeeling. Interactive meet with Adoptees and Prospective Adoptive Parents on 12.12.2018
An annual meet for Adoptive Parents was organized by SARA, WB at Community centre of CD block, Salt lake. Ms. Richa Misra, Director-CRT inaugurated the meet. The adopted children as well as the children of Specialized Adoption Agencies participated in cultural activities like singing, dancing, poetry etc. Gifts were distributed to the children and interactions also took place with the adopted children and their parents. The programme ended with a magic show and musical events.

Annual Sports of children from units of Eradication & Control of Juvenile
Beggary and Vagrancy along with children from 31 Open Shelters was
organized on 31 st December 2018 at IB Block ground, Salt Lake City. It was
inaugurated by Smt Sanghamitra Ghosh, IAS, Secretary, Deptt. of Women &
Child Development and Social Welfare, Government of West Bengal, in
presence other dignitaries like Shri Surajit Sengupta and Shri Mihir Bose.
In the Annual Sports around 650 children participated in 17 sporting
events throughout the day.

DSWO, Home Superintendents, DCPO, Protection Officers (IC) & Protection Officers (NIC), Secretary, Coordinators and Social Workers of SAAs of Birbhum, Hooghly, South 24 Parganas, North 24 Parganas, Jhargram, Paschim Medinipur, Purba Medinipur, Purulia, Howrah and Bankura participated in the meeting. The review meeting was chaired by Dr. Sashi Panja, HMoS, Dept. of WCD & SW, GoWB and convened by Ms. Richa Misra, Director-CRT. Senior Officials from the state, team members of SARA was also present in the meeting.

Bhabaghure - O - Patha Sishu Mela 2018 was organized on 7 th & 8 th
December, 2018, College Square and Cultural programme was organized at the
Calcutta University Institute Hall. Programme was inaugurated by Shri N.G.Hira,
Additional Secretary, Department of Women & Child Development and Social
Welfare along with other dignitaries.
Various articles produced by the Vagrant inmates of different Vagrant
Homes, trainee children of Eradication & Control of Juvenile Beggary and
Vagrancy Scheme of the Vagrancy Directorate and Children of different Open
Shelters under ICPS were displayed for exhibition & Sale.
Training programme for Counsellors under ICPS on 27.11.2018-02.12.2018
Six days phase-II training programme for counsellors under ICPS was organised by State Child Protection Society in partnership with UNICEF, Sammikhani being the technical agency for the training in the conference hall of ICMARD. The counsellors from DCPU, CCI of Kolkata, Murshidabad, Howrah, Hooghly, Nadia, Paschim Medinipur, Purba Medinipur attended the meeting.

One day orientation programme for newly recruited Social Worker members of JJB was organised by State Child Protection Society in the conference hall of Seva Kendra. The newly recruited Social Worker members of Howrah, Hooghly, Dakshin Dinajpur, South 24 Parganas and Paschim Medinipur attended the training. The training was facilitated by senior and experienced persons in the field of child protection.

Meeting of State Advisory Committee to prevent and combat trafficking of women and children for commercial sexual exploitation on 30.11.2018
The 7th meeting of State Advisory Committee on prevention of Trafficking for commercial sexual exploitation headed by Dr. Shashi Panja, HMoS (IC), Dept. of DWCD & SW was held at the conference hall of Nabanna. Secretary, DWCD & SW, Director, CRT and secretaries of other line departments were present in the meeting to discuss the following points:
- Confirmation of the minutes of last meeting of the SAC.
- Update on anti trafficking initiatives taken by the State Govt.
- Proposal of WBCPCR to convert the women police stations to women and child police stations.
- Proposal for setting up help desk in Srinagar and signing MOU between Dept. of Women & Child Development & Social Welfare, Govt. of WB and J&K.
- Status of victim compensation for trafficked survivors.
- Finalization of Media Guidelines on child protection issues.
