About State Resource Centre for Women (SRCW)


National Mission for Empowerment of Women (NMEW) was launched for holistic empowerment of women on 8th March 2010.This is an umbrella mission with a mandate:-

  1. strengthen inter- sectoral convergence
  2. facilitate the process of coordinating all the women’s welfare and socio-economic development programmes across the Ministries and Departments.
  • Economic empowerment of women
  • Eliminate violence against women
  • Social empowerment of women with emphasis on health and education
  • Gender mainstreaming of policies
  • Programmes and Institutional arrangements for bridging information and service gaps
  • Awareness generation and advocacy for women empowerment

NMEW is implemented through National Mission Authority (NMA). Hon’ble Prime Minister of India is head of the NMA. 14 other Ministers who deal with several women related programmes are members. Minister, WCD is the Convener of National Mission Authority. National Resource Centre for Women has been set up to provide technical and other support to NMA.

At the state level State Mission Authority (SMA) is the apex authority under the chairmanship of Honorable Chief Minister of West Bengal and Ministers of 21 key departments are members while Minister of WD and SW Department is the Member–Convener: -

State Resource Centre for Women (SRCW) has been formed to provide technical as well as secretarial support to the State Mission Authority. The responsibilities of SRCW to strengthen inter- sectoral convergence and facilitate the process of coordinating all the women development and socio- economic development programmes across the departments.

An Executive Committee of State Mission Authority was formedunder Chairmanship of HMOS (IC), CD,WD&SWand Secretaries of 21 key departments are members while Secretary of WD and SW Department is the Member–Convener.

Activities of State Resource Center for Women

SRCW actively participates in the celebration of various special days celebrated under the banner of Child Development, Women Development and Social Welfare Department. Some of these days are Kanyashree day, International Women Day, National Girl Child Day.

Meetings of State Mission Authority : SMA was formally inaugurated with its 1st meeting held on 1st November 2012 at Conference Hall II at Writes’ Buildings. Hon’ble Chief Minister graced the 1st meeting and it was chaired by HMIC, Finance Department. Since then three meetings of SMA have been organised.

Review meetings with Protection Officers under Domestic Violence Act -Review Meetings with Protection officers are held regularly to discuss field level situation.

  1. State level consultation workshop on Measurement and valuation of household work (unpaid work) undertaken by Women in India on 18th January 2013.
  2. Focussed Group Discussion for Introduction of Gender Budget in West Bengal held on 17th January 2014.
  3. Orientation of Nodal Officers of Participating Departments on National Mission for Empowerment of Women was held on 8th January 2014 at CM Conference Hall 2 an orientation meeting of Nodal Officers of Participating Departments of State Mission for Empowerment of Women.
  4. State Level Consultation Workshop on Combating Declining Child Sex Ratio (CSR) across the districts of West Bengal was organised on 28th January 2014.
  5. State Level Consultation Workshop on Study of Gainful Employment of Women within their Periphery in West Bengal was held on 31st July 2014 at Conference Hall of CD and WD & SW department at BikashBhavan, 10th floor.
  6. District level workshop on Improving Child Sex Ratio in Purba Medinipur was heldon 12th December 2014 at DM Conference Hall, PurbaMedinipur.
  7. The State level Consultation workshop on Better Access to Justice on Protection of Women from Domestic Violence Act, 2005 was organised in collaboration with State Legal Services Authority on 10th May 2015.
  8. The State level Consultation Workshop on Importance of Gender Disaggregated Data in development sector - The State level Consultation workshop on Importance of Gender Disaggregated Data in development sectors was held on 14th October 2015 at Department’s Conference Hall.
  1. Orientation of Nodal Officers of Participating Departments on National Mission for Empowerment of Women organised on 8th January 2014 at CM Conference Hall 2.
  2. Orientation on National Mission for Empowerment of Women for the District Level Official sheld on 5th March 2014.
  3. Training of Protection Officer on PWDV Act 2005 - A five days ‘Capacity building for Protection Officers under PWDVA Act 2005 on Protection of Women from Domestic Violence’ was organized from 9th February to 13th February 2015 at ATI, Salt Lake.

Conduction of State widecompetition: - SRCW has been conducting state wide competition on four liner poems and poster designing on the occasion of celebration of Kanyashree Day since 2014.

Workshop of Protection Officer on Protection of Women from Domestic Violence Act 2005 at ATI, WB on 07.12.2017


A Training workshop of Protection Officer under PWDV Act 2005 was organised by Women & Child Development and Social Welfare Department in collaboration with Swayam at ATI, WB on 07.12.2017. The workshop was chaired by Dr. Shashi Panja HMOS(IC), WCD & SW Department. Smt. Sanghamitra Ghosh, Secretary, WCD & SW Department, Smt. Ananya Chatterjee (Chakraborty), Chairperson, SCPCR and Smt. Moon Chakraborty, Secretary, DLSA of North 24 Parganas were present in the meeting. Smt. Anuradha Kapoor presented and discussed the main concerns of Protection officers for implementation of PWDV Act 2005. A detail discussion on implementation procedures were discussed. An interactive discussion was held for better implementation of PWDV Act 2005 through convergence with Secretary, DLSA and AvijitDatta, Advocate.

Orientation Training for the VCFS personnel on ‘Implementation of Village Convergence & Facilitation Services in Purulia District from 8th to 10th November 2017


A three days Orientation training for the VCFS personnel was organized by State Resource Centre For Women on ‘Implementation of VCFS’ from 8 th to 10 th November 2017 at Conference Hall of Youth Hostel, Purulia. The training was attended by twenty VCFS personnel and other ten participants consisting of Panchayat Pradhans and Shishu o Nari Karmadakshya of concerned Gram Panchayats. The training was inaugurated by the Additional District Magistrate, Purulia and the objective of the training was discussed by District Social Welfare Officer, Purulia. Several sessions were conducted by the Secretary, DLSA, DSWO, Deputy Labour Commissioner, DOMA, DCPO, District Gender Coordinator, SSM, CDPO, Hura Block & Specialist Gender of SRCW, Trainers of DPRTC, Purulia district. The training programme ended with the valedictory session by DSWO, Purulia and certificate distribution by DCPO, Purulia.

Orientation Training for the VCFS personnel on ‘Implementation of Village Convergence & Facilitation Services in Birbhum District from 11th to 13th October 2017


A three days Orientation training for the VCFS personnel was organized by State Resource Centre For Women on ‘Implementation of VCFS’ from 11 th to 13 th October 2017 at District Panchayat Resource & Training Centre, Birbhum. The training was attended by nineteen VCFS personnel and other ten participants consisting of Panchayat Pradhans and Shishu o Nari Karmadakshya of concerned Gram Panchayats. The training was inaugurated by a welcome address by the District Social Welfare Officer, Birbhum and SRCW officials. Several sessions were conducted by the DPO, DCPO, DSWO, Secretary, DLSA, Specialist Training, SRCW, PO of ICPS, Trainers of DPRTC and by other officials from Sarva Shiksha Mission, Department of Backward Classes Welfare, Labour, Panchayat & Rural Development, Minorities Affairs & Madrasah Education of Birbhum district. The training programme ended with the valedictory session and certificate distribution by ADM (Dev.), Birbhum.

State Level Consultation Meet on Early Child bearing and maternal mortality in West Bengal


State level consultation meet on early child bearing and maternal mortality in West Bengal was held on 12 th September 2017 at Hotal Stadel, Saltlake. Welcome address was given by The Secretary, WBWDU and Nodal Officer, SRCW. Key Note address and also she highlighted importance of the workshop was delivered by Roshni Sen, IAS, Secretary, WCD & SW Department. Ananya Chatterjee Chakraborty, Chairperson, WBSCPCR also delivered her valued speech. Introductory presentation was given by Partha Pratim Dasgupta, SPC of SRCW. A detail situational analysis on maternal health issue was presented by Dr. Madhumita Dobe, Head, Director-Professor (Public Health) & Dean, Head, Department of Health Promotion & Education, AIIH&PH. A presentation on Maternal Health scenario in West Bengal was presented by Dr. Santosh Roy, ADHS, Health & Family Welfare Department. District officials presented the situation of respective District on Maternal Health & Early Child Bearing issues. To improve the situation suggestions were given by the participants. Papia Ghosh Roychowdhury, Joint Secretary (WW), WCD & SW Department, summed up and delivered vote of thanks.

3rdMeeting of Executive Committee of State Mission Authority at ATI, West Bengal on 29thDecember 2016


3rdmeeting of Executive Committee of State Mission Authority was held on 29thDecember 2016 at Conference Hall of WCD&SW Department. The meeting was chaired by Smt (Dr.) Sashi Panja, HMOS(IC), WCD & SW Department. Smt Roshni Sen, IAS, Secretary, WCD & SW Department preceded the meeting.

Officials of member Departments were attended the meeting. A compilation of women entitlement published by WCD & SW Department and compiled by State Resource Centre for Women (SRCW) was shared in the meeting.

Meeting on initiation of screening & monitoring process of NGOs working in WestBengal


with Joint Labour commissioner, Labour & Employment Department on 23rd September 2016.

A Three day Refresher residential training for the PSK personnel


was organized by State Resource Centre For Women on ‘Status of girl child and improving Child Sex Ratio (CSR) through Community Mobilization’ from 7th June to 9th June 2016 at District Training Centre, Malda.

First training of PSK members in Manikchak Block, Malda District conducted from September 19-21, 2016 on Child Safety App by Aangan, A Mumbai based NGO.

The meeting of all stakeholders under PWDV Act 2005


was held at Marble room of Indismart Hotel, Saltlake at 11:00 am on 7th September 2016. The meeting was chaired by Dr. Shashi Panja HMOS(IC), WCD & SW Department. Smt. Roshni Sen, Secretary, WCD & SW Department, Sri N.G Hira, Commissioner, WCD & SW Department, Smt Sunanda Mukherjee, Chairperson of West Bengal Women Commission, Smt. Richa Misra, Director CRT and other officials from the department were present in the meeting. Smt. Rina Sarkar, Assistant Commissioner of Kolkata Police, Smt. Dipa Shyam Ray, Deputy Registrar of W.B. Human Rights Commission, Dr. Tanima Mondal, Deputy Director Administration of Health Department, Smt. Moumita Bhattacharya, Deputy Secretary SLSA and and Secretaries of DLSA were present. Protection Officers of PWDV Act 2005 and representatives from eminent NGOs were also present in the meeting. An interactive discussion was held for better implementation of PWDV Act 2005 through convergence with all stakeholders.

Kanyashree Day’ Celebration on 14th August 2016


SRCW, WB organise poster designing competition on behalf of the DWCD&SW Department. Coordination with districts to hold said competition and other related activities for felicitation of girls were done by SRCW, WB.
