The Department work towards the protection, equity and inclusion of populations that have been historically oppressed, neglected or excluded from development based on their gender, age, disability or situation.
This includes children and women, senior citizens, persons with disabilities, transgender persons, homeless persons and persons with drug / alcohol addiction.
The Department’s key responsibilities are the formulation of polices, schemes and programmes that reduce the vulnerability of these disadvantaged sections of society. It acts as a nodal organization ensuring that their basic rights are holistically mainstreamed into the work of other state departments.

State level consultation meet on early child bearing and maternal mortality in West Bengal was held on 12 th September 2017 at Hotal Stadel, Saltlake. Welcome address was given by The Secretary, WBWDU and Nodal Officer, SRCW. Key Note address and also she highlighted importance of the workshop was delivered by Roshni Sen, IAS, Secretary, WCD & SW Department. Ananya Chatterjee Chakraborty, Chairperson, WBSCPCR also delivered her valued speech. Introductory presentation was given by Partha Pratim Dasgupta, SPC of SRCW. A detail situational analysis on maternal health issue was presented by Dr. Madhumita Dobe, Head, Director-Professor (Public Health) & Dean, Head, Department of Health Promotion & Education, AIIH&PH. A presentation on Maternal Health scenario in West Bengal was presented by Dr. Santosh Roy, ADHS, Health & Family Welfare Department. District officials presented the situation of respective District on Maternal Health & Early Child Bearing issues. To improve the situation suggestions were given by the participants. Papia Ghosh Roychowdhury, Joint Secretary (WW), WCD & SW Department, summed up and delivered vote of thanks.

Review meeting on Sponsorship on 21.09.2017
A review meeting on Sponsorship was organised on two halves at the conference hall of Bikash Bhavan with representatives from SAA, members of CWC, social worker of JJB, Protection Officers (NIC), DCPO from Howrah, Hooghly, North 24 Parganas, South 24 Parganas, Kolkata, Purba Bardhaman, Birbhum, Purba Medinipur, Paschim Medinipur, Purulia, Bankura. The meeting was chaired by Ms. Richa Misra, Director, CRT. Officers from the Directorate, SARA, SCPS and UNICEF consultant were present who facilitated the meeting.
Meeting on bidding of training proposal on Expression of Interest on 15.09.2017
Expression of Interest was invited from different agencies and institutions for training on Life Skill Education and Primary Counseling Skills. The meeting for bidding of the training proposal submitted was held at the Saishali Building. The members of the bidding committee were Ms. Richa Misra, Director, Child Rights and Trafficking, Ms. Debarati Ghosh, Dy. Secretary, Dept. of WCD & SW, Mr. Indusekhar Chatterjee and Mr. Jahangir Sheikh, Jt. Director, Child Rights and Trafficking and Mr. Supriya Sarkar, Dy. Director, Child Rights and Trafficking were members of the committee. Four organizations have submitted proposals for life skill education and one organization has submitted proposal for training on primary counseling skills.
Meeting of State level Inspection Committee on 15.09.2017
A meeting of State level Inspection Committee was held at the Saishali building where monitoring of CCIs was discussed. Home inspection app was introduced to the members along with form 46 that was also discussed. Ms. Richa Misra, Director, Child Rights and Trafficking chaired the meeting, Mr. Supriya Sarkar, Dy. Director, Child Rights and Trafficking convened the meeting. CWC member, JJB Social worker, Executive Director, JPISC was present in the meeting.
Training on Minimum Standards of Care for the Caregivers of CCI on 13.09.2017-14.09.2017
Two day training on minimum standards of care was held at the conference hall of ICMARD. Superintendents, Probation Officers, Child Welfare Officers attended the training. Child Care Institutions, both Government and Non-Government that are registered under JJ Act, 2015 from Howrah, Hooghly, North 24 Parganas, South 24 Parganas, Purba Bardhaman, Paschim Bardhaman and Kolkata were invited for the training. The training was organized by Directorate of Child Rights and Trafficking and SCPS and the facilitated by Prajaak.

State level consultation on the Rights of persons with Disabilities Act 2016 and draft West Bengal RPwD Rules 2017

Bengal published draft West Bengal the RPwD Rules, 2017 on 28 th August, 2017 and invited
suggestions or objections from all the stakeholders. In this regard State Level Consultation
on the RPwD Act, 2016 and draft West Bengal the RPwD Rules, 2017 was organized on 8 th
September, 2017 at Aliah University, Park Circus campus, Kolkata. 17 Govt. Departments,
66 NGOs/Parents’ Organizations and PwDs were invited to participate in the consultation.

IAS, Secretary to the Govt. of West Bengal, Deptt. of W & CD & SW inaugurated the

Meeting of West Bengal Task Force on 31.08.2017
A meeting on update of anti-trafficking issues and issues related to repatriation and restoration with focus on repatriation of Nepalese and Myanmarese was organized in the conference hall of Bikash Bhavan. The meeting was chaired by Ms. Roshni Sen, Secretary, Department of WCD & SW, Government of West Bengal and convened by Ms. Richa Misra, Director, Child Rights and Trafficking, West Bengal. Members of WBTF like I.G. SSB, DIG-CID, Joint CP Crime Kolkata Police, representatives from NGOs were present in the meeting.
Tree Plantation in SMM Home, Liluah on 30.08.2017
Plantation of low height fruit bearing trees was carried out in the campus of SMM Home, Liluah in presence of Chairperson WBCPCR; Ms. Roshni Sen, Secretary, WCD & SW, Government of West Bengal; Ms. Richa Misra, Director, Child Rights and Trafficking, West Bengal; local MLA; representatives from the district administration and officials from the forest department. In addition, a small exhibition to display the products made by the inmates was also organized.
Meeting with NGOs for operationalization of Child Protection Committees on 25.08.2017
A meeting was organized at the conference hall of Bikash Bhavan with different NGOs regarding their roles and responsibilities of rolling out of CPCs across West Bengal. The meeting was chaired by Ms. Richa Misra, Director CRT where it was suggested to modify the allocation of NGOs and develop a set of guidelines in rolling out of CPCs across the districts.
Workshop on SC judgement in respect of JJ Act on 17.08.2017
A one day workshop on JJ Act related issues were held at the conference hall of Judicial Academy. The workshop was organized by DCRT & SCPS. District Magistrates, Addl. District Magistrates, Principal Magistrates, District Social Welfare Officers and District Child Protection Officers of all the districts, NGOs and other stakeholders were invited to the meeting. The meeting was chaired by Dr. Shashi Panja, HMoS (IC), Ms. Roshni Sen, Secretary, Department of WCD & SW, Government of West Bengal. The challenges, way forward to the directions of writ petition were shared in the meeting to map further plan of action along with different stakeholders was discussed. The progress in respect of the SC judgment was also highlighted in the meeting.

A one day state orientation programme on Adoption was organized by Central Adoption Resource Authority (CARA) in collaboration with State Child protection Society (SCPS) in association with JPISC. Resource persons from CARA & DCRT facilitated the meeting.
